GoP wants to distribute Energy Savers with 0.6 PF. Is it corect . KESC is maintaining 0.9 PF.?

GoP wants to distribute 60 Million Energy savors to general public with 0.6 PF, whereas KESC mINTins 0.9 PF. KESC people have asked whether therse energy savors will affect on their Generation system / Distribution system? Further what will be its effect on end domestic consumer?
