Is it possible to make a bootable iso out of any files?

if it is how do i do it. Can i just like make an iso from pictures and boot from that to where the c drive isnt being used and its booting directly from the cd. You know like when you boot from sardu or a windows cd. Or do i need some special boot files to make that happen. Because im trying to make a bootable malwarebytes so i can scan the computer with malware bytes without starting the c drive you know so the viruses cant defend themselves. If i can please walk me through the process of doing so. Im good with computers im a programmer for sake and i get rid of viruses as a side job. But please explain it like your explaining it to someone who is new to computers.
