How can I get torrents to work?

I recently moved, and have a new internet provider. I've been trying to resume torrent downloads that I had started prior to the move, and I can't get any connections on any of them. I've also tried new torrents, but they just have 1 seed for a second and then nothing. They never download anything, not even a single byte. I've confirmed by troubleshooting that it is not my router, and I've enabled encryption in my torrent client, but it's still not working at all. How do I get this to work?
